Heat stress occurs when the body absorbs more heat than it can dissipate, exacerbated by exertion and equipment that trap heat, potentially leading to cramps, rashes, heat exhaustion, rhabdomyolysis, or heat stroke.

Heat illness is not just an outdoor concern; indoor crews often face equal or greater risk in commercial kitchens, manufacturing floors, warehouses, laundries, and greenhouses, which can sometimes be even hotter than outdoors. Heat stress occurs when the body absorbs more heat than it can dissipate, exacerbated by exertion and equipment that trap heat, potentially leading to cramps, rashes, heat exhaustion, rhabdomyolysis, or heat stroke.

Predictable causes include ovens, furnaces, and machines that heat enclosed spaces. Sun on roofs and walls raises the inside temperatures. High humidity and poor ventilation trap heat, making workspaces dangerous without airflow, water, or cool recovery areas.

The regulatory landscape is evolving. In August 2024, OSHA published a proposed Heat Injury and Illness Prevention rule and subsequently held public hearings. As of now, a permanent federal standard has not been finalized. To prevent heat illness, structured and proactive planning is essential. The seven practices below cover what an effective program looks like in an indoor setting.

Build a Written Prevention Program

A formal, written heat illness prevention program is the foundation. Simply writing one is often the biggest step forward. A documented plan leads to fewer injuries, fewer workers’ comp cases, less absenteeism and turnover, and better summer productivity. When workers see their employer taking health risks seriously, they are more likely to stay and stay engaged.

Tailor your program to your facility’s conditions. Provide orientation for new hires and review the program annually, ideally in the spring to prepare for summer.

With a strong written program as the foundation, you establish a firm base. The next six practices demonstrate how these policies can turn into daily routines, connecting strategy with action.

Monitor & Record Temperature

Place thermometers in hot and representative areas throughout the facility to track conditions. Wi-Fi-enabled monitoring units are worth considering; they let supervisors watch conditions in real time from a phone or laptop and react before a problem develops.

Track heat index, not raw temperature. The heat index factors in humidity and reflects what the body is dealing with, which makes it a better trigger for work-rest cycles, rotations, or a temporary stop. Set internal thresholds for action, so supervisors and workers know when to respond.

Use Work-Rest Cycles to Cap Exposure

Keep Hydration Within Reach

Hydration is central to preventing heat illness. Set up hydration stations stocked with water and a way to replace electrolytes, whether that is sports drinks or electrolyte packets. Replacing fluid and electrolytes keeps blood volume and circulation where they need to be so the body can still cool itself by sweating.

Even mild dehydration impairs safety. Make fluids accessible year-round and encourage use in warmer months. Water supply alone isn’t enough; people may delay hydrating. Supervisors should give reminders and check-ins, making routine hydration part of the workflow.

Provide Cooling PPE

Select cooling equipment based on workspace heat and job demands, from towels and bandanas for general relief to vests and sleeves for intense heat or heavy work. Personal protective equipment (PPE) options include:

  • Cooling towels and bandanas: Cheap, light, fine for general relief.
  • Moisture-wicking base layers: Manage sweat and hold comfort through long stretches of activity.
  • Ice or gel cooling vests: Active cooling for the hottest areas and the heaviest work.
  • Cooling sleeves: Targeted protection for the arms without limiting movement.

Assess hazards before selecting gear. Choose PPE that protects and allows effective work.

Make Climate-Controlled Break Rooms Available

A cool place to rest is essential. Climate-controlled breaks help the body offload heat and return core temperature to normal to prevent heat stress. In hot operations, that space should be open during every work-rest cycle, and it should sit close to the work. If reaching it eats half the break, it is not doing its job. Steady access to a cool recovery area lowers the risk of heat exhaustion and sends people back to work alert.

Acclimate New Hires & Returning Workers

Acclimatization eases new and returning workers into the heat, letting them gradually build heat tolerance after time away or on first hire.
